The Telecom Regulatory Authority of India (TRAI) has introduced a new framework for service authorizations under the Telecommunications Act, 2023, aiming for a “One Nation – One Authorisation” approach. The framework includes a Unified Service Authorisation that allows providers to offer multiple telecom services under a single license.
Following the Act’s publication, the Department of Telecommunications (DoT) requested TRAI to recommend terms and conditions for these authorizations. TRAI engaged stakeholders through a consultation process, resulting in extensive feedback from 48 contributors and a virtual discussion with over 250 participants.
Key recommendations include:
1. Simplified Authorisation: The government will issue concise service authorizations directly, with clear rules governing eligibility and service scope.
2. Three Categories of Authorisations:
– Main Services (e.g., internet, mobile, and long-distance services).
– Auxiliary Services (e.g., enterprise communication, M2M services).
– Captive Services (for private networks).
3. Reduced Entry Fees: Fees for several authorisations have been significantly lowered, easing financial barriers for new entrants.
4. Enhanced Flexibility: Unified Service Authorisation allows pan-India service provision, including cloud service leasing and shared infrastructure among providers.
5. Merged Authorisations: Various existing authorisations have been consolidated for efficiency.
These changes aim to modernize the telecom landscape, reduce regulatory burdens, and foster competition.
